PLUM CITY - Mark Luebker smiles when he talks about Plum City - and likely always will.

Luebker wasn't born in this small Pierce County community, but his roots go deep. He serves as superintendent, elementary school principal and athletic director in the Plum City school district. He soon will relocate to Osceola in Polk County, where he will be superintendent.
